Template:Why category excluded

Categories are not meant to be all-inclusive; they are automatically-updated lists of all the pages that have a given category tag. Perhaps the category tag is missing from the article. Or if the page doesn't exist yet, then it obviously can't have the category tag, and therefore won't be listed within the category.
