A template for belatedly welcoming established users who never have received a proper welcome message. If placed on an IP address talk page, it displays additional advice regarding registration.
Usage
Add {{subst:Welcome-belated}}
to the user's talk page. You may wish to watchlist the userpage in case the editor replies there.
Parameters:
|cookies=no
to omit the "plate of cookies " image.|art=article
to make a note of the user's positive contribution concerning an article.
