Purpose
Provides a uniform method of formatting ECCC links, and makes it simpler to update if the format of those links changes in future.
Usage
Use as {{ECCC | year | yy | number}} where the year is in four-digit form, yy is the last two digits of the year, and the number is a (typically 3-digit) report number within that year. For instance, {{ECCC | 1995 | 95 | 033}} produces the formatted result ECCC TR95-033.
