This file does not have acceptable evidence of permission in the OTRS system.

Though an OTRS ticket has been received, that ticket did not contain sufficient information to confirm the validity of the license.

This could be due to one of several issues:

The OTRS agent might have asked for further information to validate the ticket, but no follow-up reply was received (this is the most common reason).
The license submitted might not have provided an acceptable free content license. (Statements of permission that allow only usage on Wikipedia or only non-commercial usage are NOT sufficient.)
The person who submitted the statement of permission might not be the copyright holder or might not have been able to demonstrate to the satisfaction of the OTRS agent that they own the copyright.

Due to privacy reasons, we cannot comment on Wikipedia with the exact reason that the ticket could not be processed. Unless a follow-up reply is sent to permissions-enwikimedia.org addressing the issue, the file will be deleted after Wednesday, 15 May 2019. Please remove this template if you are an OTRS agent and process a ticket validating permission.

This template may have no transclusions, because it is substituted by a tool or script, it is used as part of a short-term or less active Wikipedia process, or for some other reason.

This template is an alternative to {{di-no permission}} that can be used for the specific case of images where an OTRS ticket was received, but that ticket could not be closed successfully. This template should generally only be added by OTRS users after they have personally inspected the ticket and validated that it is not sufficient.

Usage

{{subst:npdo}} {{subst:npdo|source=12345678901234567890}} (replace the source parameter with the OTRS ticket number)

This will add {{di-no permission OTRS unsuccessful}}, with the date= parameter already filled in. Remember to substitute it first.
