References are a necessary but not a sufficient condition for the acceptance of a draft.  The body of a draft should [[WP:SPEAKSELF|speak for itself]] as to the notability of the subject before the references are checked, and may be declined on the basis of the body of the draft.  

There is a myth that the addition of more references is the key to the acceptance of a draft.  Sometimes that suffices, but the addition of references is usually not sufficient unless a reviewer noted an issue with the references.  The addition of more references to a draft that does not establish [[WP:N|notability]] is usually not useful.  

References were added to this draft, but the text of the draft still does not establish notability, and will still be declined.
